The City of Vacaville is accepting applications for the position of Cross-Connection Control Inspector/Cross-Connection Control Specialist. Currently, one (1) vacancy exists in the Utilities Department, but this recruitment will also establish an eligibility list that may be used to fill future vacancies.
The City is seeking a Cross Connection Control Inspector or Cross Connection Control Specialist to help protect the public water system from contamination and ensure compliance with State and local water regulations. Incumbents perform field inspections and cross-connection control surveys, verify, test, maintain, and repair backflow prevention assemblies, and support program compliance activities. The Specialist level serves as the program's technical authority, provides technical guidance, and acts as a liaison with regulatory agencies. Both levels assist with Water Distribution, Water Quality, and Water Conservation projects.
The Cross-Connection Control Inspector/Cross-Connection Control Specialist classification series is flexible in staffing and may be filled at either the Inspector (entry) level or Specialist (journey) level, depending on candidates' qualifications and departmental needs. Individuals in the Cross-Connection Control Inspector position may progress to the Cross-Connection Control Specialist level upon meeting higher-level qualifications.
Salary Range
Cross-Connection Control Specialist $80,385 - $97,709/Annually
2% COLA scheduled for 11/01/2026

Duties within this role include, but are not limited to:
*Conducting cross-connection control surveys and inspections to protect the public water system and ensure regulatory compliance
*Testing, inspecting, maintaining, and repairing backflow prevention assemblies
*Identifying potential cross-connection hazards and investigating customer complaints related to backflow prevention and water quality.
*Reviewing plans, inspecting installations, and coordinating with contractors, developers, and property owners
*Educating customers and stakeholders on cross-connection control requirements and compliance standards
*Maintaining inspection records, testing data, reports, and other program documentation
*Assisting with water quality monitoring, distribution system operations, and water conservation activities
*Responding to emergency and non-emergency field situations related to water distribution and cross-connection control
*Serving as the program's technical authority at the Specialist level, providing technical guidance, and acting as a liaison with regulatory agencies

They will be a self-motivated professional who enjoys fieldwork, has strong technical and mechanical aptitude, and is committed to protecting the public water system through regulatory compliance and quality service.
Desirable knowledge, skills, and abilities include, but are not limited to:
*Experience inspecting, testing, maintaining, or repairing mechanical devices, piping systems, valves, fittings, or related water utility infrastructure
*Knowledge of backflow prevention assemblies, cross-connection control principles, water distribution systems, or plumbing systems
*Ability to interpret technical documents, construction plans, diagrams, specifications, and regulations
*Experience using computers, mobile devices, databases, spreadsheets, and field applications to collect, manage, and report data
*Ability to accurately maintain records, prepare reports, and document inspection and testing activities
*Strong analytical and troubleshooting skills with the ability to identify issues, evaluate alternatives, and develop practical solutions
*Ability to establish and maintain effective working relationships with customers, contractors, developers, regulatory agencies, and coworkers
*Ability to communicate technical requirements clearly and professionally to a variety of audiences
*Strong organizational and time management skills with the ability to prioritize work and adapt to changing assignments and operational needs
*Initiative and willingness to independently research, learn, and apply technical information, regulations, and industry best practices
*Commitment to workplace safety and safe work practices
CROSS-CONNECTION CONTROL INSPECTOR MINIMUM QUALIFICATIONS
EDUCATION AND EXPERIENCE - Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to acquire the knowledge and abilities would be:
Education: Equivalent to completion of the twelfth grade.
Experience: One (1) year of experience involving complaint investigation or other public contact work in water utilities, plumbing, or a closely related field and performing adjustment of mechanical control devices for a water utility.
LICENSE OR CERTIFICATE
A Grade 1 (D1) Water Distribution Operator Certificate, issued by the California State Water Resources Control Board (SWRCB), and any other State-mandated certification are required at the time of hire.
Possession of the American Water Works Association (AWWA) Backflow Prevention Assembly Tester (BPAT) Certificate is desirable at the time of hire. Incumbents not in possession of this certificate at the time of hire must obtain the BPAT Certificate within six (6) months of appointment and as a condition of completion of probation.
Possession of a valid California Class C driver's license and a satisfactory driving record are required as conditions of initial and continued employment.
The maintenance of valid licenses and certificates is required as a condition of continued employment.
A Grade 2 (D2) Water Distribution Operator Certificate, issued by the California SWRCB, is desirable at the time of hire.
CROSS-CONNECTION CONTROL SPECIALIST MINIMUM QUALIFICATIONS
EDUCATION AND EXPERIENCE - Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to acquire the knowledge and abilities would be:
