POSITION DESCRIPTION:
TITLE: HCV Program Director
BASIC FUNCTIONS:
The Housing Choice Voucher (HCV) Program Director is an executive-level position responsible for overseeing CVR’s Project-Based Voucher (PBV) contract with the San Francisco Housing Authority (SFHA), which currently includes approximately 215 Housing Assistance Payment contracts and 8,325 leased vouchers. Reporting directly to the corporate office, this role is accountable for the overall success of the contract and serves as the primary liaison between CVR and SFHA.
The HCV Program Director provides strategic and operational oversight of program performance, resource utilization, and contractual compliance. This position ensures performance metrics are met, leads monthly and annual reporting efforts, and communicates regularly with SFHA’s executive team, property owners, program participants, tenant-based voucher contractors, CVR leadership, staff, and community stakeholders. The Director supervises an interim Operations role, department managers and supervisors, and oversees a team of approximately 60 staff. Items negotiable upon selection includes relocation expenses and a corporate leadership position extending beyond the term of the contract.
ESSENTIAL DUTIES:
- Plan, organize, and oversee HCV PBV program operations in accordance with CVR’s contractual responsibilities.
- Direct administrative activities of a large-scale voucher program with competing priorities.
- Ensure compliance with HUD regulations, including 24 CFR 982 and 983, the Administrative Plan, SOPs, and SFHA contract requirements.
- Develop and implement quality control strategies to uphold SFHA program standards.
- Conduct program evaluations to ensure operational efficiency and achievement of contract metrics.
- Lead preparation and submission of monthly narrative reports and performance scorecard responses.
- Optimize organizational structure and staffing to support program effectiveness.
- Provide leadership that supports a knowledgeable, well-trained, and accountable workforce.
- Participate in hiring, training, and development of managers and key personnel.
- Collaborate with executive leadership in program planning and implementation in compliance with federal, state, and local requirements.
- Support budget development and oversee preparation of financial, statistical, and operational reports.
- Serve as a liaison with SFHA, PBV property owners, community partners, public agencies, and other stakeholders.
- Represent the program in meetings, public forums, and community engagements.
- Interpret and communicate regulatory, legislative, and procedural changes affecting program operations.
- Manage special projects and adapt to changing program and contract needs.
KNOWLEDGE, SKILLS & ABILITIES:
- Extensive knowledge of the HCV PBV program lifecycle, including intake, inspections, reexaminations, quality control, and reporting.
- Strong leadership, decision-making, and ethical judgment.
- Advanced written and verbal communication, negotiation, and stakeholder engagement skills.
- Ability to supervise staff, manage complex operations, and safeguard confidential information.
- Proficiency with Microsoft Office, Emphasys Elite, CRM systems, and enterprise document management tools.
QUALIFICATIONS / EXPERIENCE:
- Bachelor’s degree in social work, business, public administration, or a related field (Master’s preferred).
- Minimum three years of progressively responsible management experience in public, social, or human services, including significant supervisory responsibility.
- Housing authority and real estate industry experience preferred.
